Interesting answers! How exactly does one go about 'blowing batted insulation'? Batts are laid in place...loose fill is blown-in....foam and wet cellulose are sprayed.

I would recommend that you or your handyperson make an access panel so that you can get into the plenum that is between the underside of your roof sheathing and the topside of your top floor ceiling finish. This access will be invaluable for tracking down leaks if they occur; installing ceiling lights or ceiling fans; and of course, insulating the top of your 'thermal envelope'.

Blown-in cellulose is very DIY friendly and a good choice for the budget conscious. You may be able to 'dense pack' the plenum and turn it into an unvented ceiling/roof assembly depending on the space available and your local climate. In any event, insulating and air-sealing this space will give you one of the fastest payback times of any energy efficiency upgrade with the exception of caulking gaps and perhaps installing a programmable thermostat.

Drop an email if you'd like to discuss the issue at more length.

With a 100 year old row house, there are probably some other systems that need updating such as the electrical.  If a new roof has not been installed in the last twenty years, you may want to evaluate the structure of the roof.

Adding insulation may change the way the roof is ventilated, thus in the short term save money on energy but due to trapping of moisture in the roof structure, you may cause damage to the structure of the roof.

There is also wool insulation available from some home improvement stores that specialize in sustainable products. Check out www.ecohaus.com.  There's also others depending what part of the country you're located in.

If the space is open enough, you may be able to blow batted insulation into the space. You would need to leave a few inches of space between the roof decking and the top of the insulation for air circulation. They do have green insulation products available. I think the most interesting one that I saw recently was batting material made out of recycled blue jeans.
