I tend to believe that it is an unfair system, where two alike homes are yet differently valued, appraised.

That is giving banks and unscrupulous appraisers an advantage to work in favor of a bank, thus hurting the home owner and or the entire area for that matter, whereby neighborhoods, by reasons of IDIOTS of any sort, will suffer.
This is the way SLUMS develop. Hard working peoples that tried to build and make good of themselves, 
Lost all they owned and or investment, due to some IDIOT of an appraiser and or BANKER,

Each home is calculated individually.   While the trend over many months tends to be similar to the community trend (all else being equal), the up and down zigs and zags of an individual home is not likely to be identical to the zigs and zags of its neighbor.
