The foreclosure process in NJ is pretty long. The public default notice Kathleen Galano mentioned is the first legal step.
People have different definitions of what "foreclosure" means. Until a judgement is issued I would consider it a pre-foreclosure.

Dear Philip,
I see that the lender has filed a public default notice initiating the process to foreclose. Contact the Monmouth County Sheriffs office. I do not see it in then Sheriffs sale notices.
