The question can only be answered by what was an accident? I know that NY and NC both have 811 numbers. Just dial 811 on any phone (cell, land line, internet connection) and make a dig request for your area. Normally, this "dig request" is for equipment like trenchers, backhoes, and the like. If you are hand digging the area it's not required.
The 811 number is free. You must (usually) use a white marking paint on the intended dig zone. All utilities will be marked in the appropriate color (red, blue, yellow, etc) with marking paint and/or flags. The number is a free request. The marking crew is free.
In NY, it's against the law to dig without proper 811 requests. Parties may be liable for all repairs and possibly crimminal charges (loss of life, limb or property). I know of one contractor that dug up a main fiber trunk line to a reservation call center (airline). It took several days to make the repairs. The contractor is longer in business.
