Adding a family room onto a semi detached home in Bay Terrace...

I am interested in a semi in Staten Island.  I would like to know if you would be allowed to add a room off the rear of the home.  I see the property is zoned as R3-1.  It is on a 24X100 lot and home is 16X40.  Anybody have any insight if it could be done?
