Adding value but how much?

We live in Forney, Tx and bought our 1300 sq ft home for about $114k. Right now, the county has it valued at about $91k, pretty close to Zillow as well. We are in the process of adding about 327 sq ft of Hard wood flooring, this includes our living, foyer and hall way. This flooring will replace 6 year old carpet and cheap vinyl. My question is, about how much will this raise our property value and do we need to notify the county appraisal district when this is complete? Our plan is sale our home in a few years when the market stabilizes and upgrade to about 1800+ sq ft home. We also plan to throw down some tile in the kitchen and bathrooms. Any opinions are welcome. First of all, county assessed value has nothing to the market value. I wouldn't call the county for reassessment unless it's required to have a permit (flooring most likely not) there. Taxes would (probably) go up with reassessment and that's no fun. 

I agree with all the other answers. Wood floors are an upgrade. It will make your place more desirable/marketable, but not increase in value. The more bang for the buck- usually the faster it will sell - which could get the property closer to list price. This is the best way value will be created. Make sure it's priced right!

Home owners often confuse increased value and marketability when doing upgrades to their home. Some repairs do add actual value, but most upgrades such as: painting, flooring, fixtures, and deep cleaning really add marketability of your home. When these things are done, it makes your house more appealing to buyers. They feel like the home is better taken care of, it doesn't seem like a project or undertaking to move in easily. So the perceived value is greater. To add actual value, remodels like: bathrooms, kitchens, additions and major appliances/systems (hvac, water heaters) can be done.

Generally speaking any upgrades add less value than they cost. The preexisting stuff has some value. That was removed and the cost is greater than the benefit.

If you did all the work yourself you might add some value. These things do however add to desirability.
