Thanks for your question "William RE".
You can contact the listing agent to show you the property which potentially will turn into a dual agency arrangement. That agent will have to disclose his/her responsibilities & explain the process.
You can also contact a local Realtor. There are 2 great ways to find one, search on Zillow and read their past client reviews or I can refer one to you and give you the reasons why they are a quality, full time Realtor.
You will also need to either be pre-approved if obtaining a mortgage or have a proof of funds ready if paying with cash. You can find your own lender. When doing this I recommend interviewing 3 that are in your actual area that would have no problem sitting next to you at closing. I would check with your bank but keep in mind they only have 1 product, theirs! A broker will shop for the best loan to fit your needs.
Good luck, hope this helps.

Contact a real estate agent in your area to first determine if the property is currently for sale. If so, you can write an offer.
You can search for agents in your area by clicking the 'professionals' link at the top of this page.
