Am I responsible for not registering rental home in Arizona?

I received a letter today from one of the neighbor in Phoenix where I have a rental home.  The letter stated that the woman got injured badly by tenant's dog.  The tenant has no longer occupied the premise since Feb 19 2011 and I have nowhere to find her.  The tenant vandalized the home and left.  I have police report.  The neighbor is asking for my insurance  and policy number so she can forward to her attorney.  She could not verify the property as rental under Maricopa county assesor,  AZ.  Since I live in CA, I didn't know that I have to register the property as rental.  We don't have that same law here.  I have my insurance, lease contract.  How should I proceed with this letter?  Submit info as she requested or contact an attorney?   Am I liable for this?  I was not aware about any of this until today.  Your advice is always appreciated.

Thank you.

These are two separate issues.

1. Register your properties now, and pay the back taxes you owe.

2. you are very unlikely to be responsible for a tenant's dog.
here is some legal info to read: linky

Yes, rentals must be registered in Arizona.  Here is a link to the law

Here is the Maricopa Co link on the same subject.

I would contact an AZ attorney, because it is clear from reading the materials that out of state landlords still are responsible.
