I'm just developing my own petition.  Although I do not represent myself as an expert, there is quite a bit of information available at the dupage county website. http://www.dupageco.org/SOA/15127/  You will need to look up some information on comparable properties and their sale prices and then try and build a case based on either errors in your specifics, or more likely lack of conformity to other homes assessed value in your neighborhood (within half a mile or so. 
I found the DuPage County Board of Review to be quite helpful at  (630) 407-5888.
