Your questions make it clear you need a quality buyer's agent working for you. It is good to be educated but this is what a Realtor gets paid for. It's work you shouldn't have to do and time you shouldn't have to spend.
I would look for a FULL TIME, PROFESSIONAL Realtor that works in Rocklin regularly (and lives not too far from Rocklin if they don't live there themselves).
Someone familiar with the inventory and the area is very important, a local area expert. Also someone that does this full time. In my opinion these two things are more important than anything else, including overall years of experience, in finding the best Realtor for you.

Chasing "Contingent" properties can be a huge disappointment and cause you to lose on on other opportunities.
Once a home goes into a "Contingent" status, they will normally stop showing the home and stop accepting offers. Some agents may accept a "back up" offer but this still does not guarantee you anything.
You can wait to see if the current buyer's offer gets accepted but this process can take 3+ months.
You need a GOOD Realtor. Rocklin can be an extremely tough market. You need someone that is experienced in the area and that is not going to let you spin your wheels.
Take a minute to click on the "Professionals" button at the top of the page and search for Realtor's in Rocklin.

Some will and some won't. You can call them and ask. What they say will probably depend on the quality of the original offer and the source of the contingecy ie bank approval or something else.
