Are you allowed to contact an owner that their house has been on the market for ever?

and offer them your services? to help them sell faster??? is that legal?

if it's listed with someone else it is a violation of professional ethics (not illegal) but still...you shouldn't do it.

your MLS will have rules about this, not to mention NAR etc.

you don't know the reason it hasn't sold, might not be the agent.
if you have a buyer for that house...show it to them and contact the agent with an offer.   If you think you can market it  because there is somethign special about it and your knowledge and you can grab a buyer if you could market it then, contact the agent and ask them if you can co-advertise it with them (if this is allowed there), ask if you can do an open house etc. to pick up buyers but don't cross the line and talk to their sellers.  You wouldn't want another agent doing that to you in a similar circumstance.  
I have asked another agent a few times if I could advertise their listing because it was a great listing to advertise  - with broker's permssion it was perfectly OK.  I might not have sold that listing but I did show it and did pick up buyers.

If they are listed with another Realtor, No.  It is unprofessional and in most sstates, illegal.

Yes it is illegal if they are listed with someone else in the state of Wisconsin. Also, it is illegal if they are on the Do not call list.

It is not illegal in my state to contact a FSBO to offer services, but some owners may not appreciate the contact unless you have a client who is interested. It depends.

If the house is listed with an agent, I would think that professional standards would not allow direct contact as long as the listing is active.
