If your neighbor just left and their are no signs or noticies in the window then the house may not have been foreclosed on yet. The bank may not be aware that the owner has abandoned the home.
You can check the county tax records for this information or contact your local Realtor to ask someone to use their resources to help you find this information out.
Also, contact the city and if you are in an HOA contact them as well. The city and HOAs usually have rules and regulations regarding this and will come out and take care of the property to a certain extend (ie. mowing)

Check the town records, you can see if there is a lien or who owns the mortgage and go from there

If there is not a contact form in the front window you can try the county tax assessors office or even email me the address and I can look it up on title for you. Typically a bank isn't going to do anything until they are close to listing it in most cases... expense you know.
