Banks won't refi in a resort area - 17200 w bell rd lot 1140

I own a stick built house and lot in happy trails rv resort, surprise, az.  Banks refuse to refi me because of that. My construction loan is a 5/1 ARM so I am in a loose straight jacket now with no where to go. Any ideas where I can go to refi to a fixed loan?

Is it because the lot isn't finished? It's possible the property isn't zoned right which doesn't allow them to refinance it residential. Or they could be red-lining the property and if that's the case, you could just call another broker.

house is finished, not a log house, 2x6 construction, I own the lot and land, area is zoned mobile home, someone replying to me asked if property is red-lined.....I do not know what that means real estate-wise

Not sure if I am understanding this one right or not but I think you have 2 problems with getting fixed rate or conventional financing

1.  Zoning -- zoned mobile home
2.  Comparable properties -- because it sounds like you have a regular house in a RV park which is not very common so comparable properties to help determine a value and resale would be a challenge
