If a basement has new wooden beams and old beams supporting the house, what could be the reason for the new beams?  Termites?  Structural problems?

I just had to replace some mud sill and some rim joists on my home built in 1941 due to water infiltration years ago. There was "dry rot" - micro-organisms that "eat" wood. Once replaced by a contractor I will disclose the information if I ever sale.

Agree with wetdawgs - could be both - here in NJ likely not earthquake readiness.  Hire a good inspector and he/she should be able to comment more specifically.  I've even seen extra support in an older home to support a reconfiguration of the kitchen layout to accomodate increased weight load.

If the inspector sees anything that troubles him that is beyond his scope, he may suggest a structural engineer.

Inspectors are trainined to interpret what they see - and they've generally seen it all before so I'm sure they can explain and likely put any concerns to rest.  And if not, point you in the right direction.

With all due respect, sounds like you might be reading too much into the replacement of the beams. My own Mother was constanty replacing items in her home that didn't need replacement, but she needed a new project to focus on out of sheer lonliness and love of her home.

Finally, I said  . . .. STOP  . . . I can't deal with coming home very day and finding the house renovated yet again!

Let your home inspector make the final determination, but by all means bring it to his/her attention before the inspection to ensure that they give it exta focus.
