My first step would be to interview some custom home builders. Some simply build houses, some can help from start to finish. Hopefully you can see some of their past work that is similar to what you want and might even get to chat with the homeowners. best of luck

Interview some residential architects. Yes this professional will add some expense to the project, but you need someone to manage the contractor; unless you are in this trade. Also your plans have to be approved by the town building department and perhaps zoning broad; so a local professional might be able to navigate the permitting process more efficiently. Hire an attorney to draw up the building contract and do your due diligence on the builder. Make sure the builder is licensed, insured and carries insurance on his/her workers -- obviously check references and get a credit check on the builder's company and if possible the builder himself. You will have to carry insurance as well builders risk in my State. Look into an umbrella policy to protect yourself in case there is an accident and the injured party looks to for compensation. So talk to a good P&C agent, don't skimp on insurance.
There is a lot to think about when building a home within a defined budget when you have never done this before. The plans must be detailed along with a very specific materials list. It is impossible for me to list everything but you need everything listed out in the contract with model numbers if possible; everything including brand and grade of paint used. It is the only way to hold the builder accountable.
Lastly make sure the builder can carry the cost of the construction till he is paid for work completed. Have the money placed in escrow with your attorney, prove the money is there and will be paid per contract when each phase of work is complete. If there is a lender involved, then you can provided a statement of draws from them. The builder must have some skin in the game. Best of luck.
