I have heard a lot about this. Also, they are discussing iou's to pay the teachers. This is again a repeat of the GD, where my grandmother recieved a voucher for her pay as a teacher. The voucher system created a black market, where she turned in her vouchers to trade for food.

How in the world do they think teachers or anyone can live on vouchers as pay??? Seriously. I get the tax refund IOU, but normal pay ???

My grandfather was a typewriter salesman and got paid cash. They used the cash to pay the farm bills. Realize that there was no loan on the farm, they bought it with cash, which was more common during the GD.

I was going to send them an estimated tax payment this week, even though I technically don't have to.
I owe them money, so perhaps I should wait until April 15 and only send them what is absolutely required?

When I first started working social services about 10 years ago (yipes! That long?) the local (Chicago) agencies were just coming off "payless paydays." Long story short, the state was behind paying back service providers (much like now) and those without a rainy day fund got screwed. Every time you opened a paycheck you got an IOU for whatever your pay was. I believe you were allowed to draw unemployment but when you finally got your pay it was reduced by that amount. Many, many people left the field as a result. Will many, many people now leave California? Maybe you should send them a monthly statement for late payment and charge late fees and interest.
