Hard to know.  Here are some places to start:

* Did the client establish a Zillow posting name?  This is required.

* Did it submit but you've not seen it yet?  All reviews go through moderation, so it can take a number of business days for them to appear. 

* Did the client check on their profile page under "reviews" to see if it was rejected?
