That is not a true statement but HARP is not that easy to qualify for and most banks won't help you. Try a mortage broker and if they can't do it then you don't qualify. You may think you qualify but there are so many requirements that they aren't telling you about and that may be disqualifying you.
If that fails then a loan modification may be an option for you. What are your rates and what are you trying to do?
