Can I get Fannie Mae to fix a property that has no sewer system?

Fannie Mae had an inspector look at the house.  He said there was a septic tank and laterals on the propery.  The house is hooked up to a lagoon and the lagoon is on propert owned by someone else.  The title description is also incorrect.  Is there anything I can do?
