Can Scottsdale still claim "most livable city" as it stratifies growth upward? Livable for whom? Mega condos like those in downtown Scottsdale, Tempe and Phoenix are still urban sprawl, just on a three dimensional rather than a two dimensional scale. They sprawl instead of outward, upward, toward the sky, each new project offering more open spaces, less cramped city life feeling.
