Can Scottsdale still claim "most livable city" as it stratifies growth upward? Livable for whom?

Mega condos like those in downtown Scottsdale, Tempe and Phoenix are still urban sprawl, just on a three dimensional rather than a two dimensional scale.  They sprawl instead of outward, upward,  toward the sky, each new project offering more open spaces, less cramped city life feeling.  While everyone below them now has the sun blocked out, or worse, sun reflected into their living rooms by glass windows reflecting from above instead of sunsets, privacy and open spaces they too once enjoyed.

I think Scottsdale has done a wonderful job with planning out the city. We dont have any true sky scrapers with the tallest buildings being the Scottsdale Waterfront at Fashion Square Mall I believe at 13 floors. The city is layed out well and extremely clean. The majority of the taxes are paid through sales tax which is driven largely through tourism. Overall Scottsdale is relatively inexpensive to live in compared to most other tourist or destination cities. Except we get to live here year round! Enjoy all the positive's the city provides!
