Can a property management company or HOA set the transfer fee price without getting it voted on?

I was told the transfer fee was $600 when I sell my house.  No one was notified of this high fee, and is something that the managment company came up with.  I do not see any money going to the HOA on our budget.  Can this fee just be set at random without being voted on by the community?
