Can an overseas US citizen qualify for the first time home owner's tax credit?

My daughter has worked in New Zealand for 5 years.  She is returning to the US in December or January and buying a home.  Can she qualify for the Tax Credit?

As long as she meets the program guidelines and can qualify for a loan she is eligible for the program. Even if you have owned a home overseas, you are considered a 'first time home buyer' if you buy a home in  the U.S. and plan on using the U.S. home as your primary residence.
