The algorithim they use is the same they use nationally. For me in So Cal, it works well since there is a lot of data. For smaller communities, like yours, the variance of value and wild spikes in the Zestimates are common.
ONE high sale, it goes UP, one low sale, it goes down. For me in So Cal, one high sale wont matter at all. . . .

Assuming that was correct, but I doubt it. Im assuming you mean here. TorC is VERY rural, hence data is poor, chart will show high variances. In other words, Zillow is not a good indicator of the values here. Trulia shows just the opposite. Bottom line - contact an appraiser or Realtor for the real scoop for uber-rural areas such as TorC.
