" Freddie Mac allows for non-occupying co-borrower."

Fannie Mae allows them too,  but their income will not count towards meeting debt ratios since DU analyzes the risk factors in the loan casefile without the benefit of the non-occupant coborrower's income or liabilities.

Only FHA and USDA allow non-occupying co-borrowers.  But your questions was very vague.  I hope this helps.
