Can you inclde square footage from a finished basement if their are windows in the basement?

If it's below grade and has no egress, it's not counted in most jurisdictions. Check your local building codes for specifics. You can always advertise the square footage of the whole house above grade and add "plus 800 square feet of finished basement."

Well, the answer to the question varies by place a little bit and on who you ask. In some areas, finished, heated basement space is counted if there is an exit to the outside and windows that are a certain height in case of fire, in other areas they are not. If your basement looks like the rest of your house in quality and construction, is heated, weatherized and you would be comfortable in a bedroom if it were in the basement, it probably counts as square footage for real sales purposes. Your appraiser may not count it that way or at the same price per square foot as the rest of the house, but I am sure that your buyer will appreciate the finished space. An unheated, partially finished or unweatherized basement does not generally count as square footage with or without windows.
