As previously mentioned, it does depend on the type of work. Since the 203k Streamline does non-structural type of work, you usually can move in. If there is painting to be done, than obviously you don't want to get in the way of the workers. Double check with the lender as well. Lenders may look at these things differently, so it's always a good idea to make sure everyone is on the same page.
