Can you use a pull-down kitchen faucet to replace a deck-mount faucet on a tub?

Would be great for washing hair and rinsing.

Absolutely, this can be done.  Without seeing how your tub is situated in relations to interior/exterior walls makes it tough.  With roman tub faucet installation what is most difficult and time consuming is the access.  Cost is in direct proportions to the access.  The better the access the cheaper the cost.  Bear something else in mind, when selling this home, I would recommend re-installing the correct faucet back in its place.
