Conventional to VA mortage with a 1st and 2nd mortage

I am trying to refinance a conventional 30 year mortage to a 30 year VA mortage.  I have a 1st mortage worth 205k at 5.25% and a 2nd at 30k at 6.99%.  My house will probably appraise at 250k.  I have contacted 3 lenders so far.  One lender told me that the VA will not roll 2 mortages into one.  Another lender told me that because I live in one of five states (Ma, Ohio, RI, SD, and can't remember the 5th) that are considered "comprehensive" states, they would have to do an "in-house" mortage and only on the 1st mortage at 90%.  He said if I lived in any other state but those 5, I could roll both into one and .  The third lender told me they can do both mortages at 100% and he said he had no idea what the 2nd lender was talking about.  He said they roll 2 mortages into one all the time and not to worry about it.  Needless to say I am worried about it.  I am worried that they will come out and do an appraisal, take my money, and then tell me that they can't do the loan.  This lender is nationally known and a few of the guys I work with have used them in the past to refinace (conventional) and have had no problems.  If I can do this I will save over $700 a month.  Can anyone clear this up for me?
