I would contact the City Building Department in Manteca directly here and tell them that you would like to add a gate, curb cut and maybe a small driveway bib or gravel strip for an rv gate around the corner.
Most offices are very nice and they should be able to tell you if a permit is needed or if the gate is allowed without one in your area.

In addition to checking with Manteca Building Safety division you may also want to check the CC&Rs or if there is a Home Owners Association, the HOA documentation to further understand any restrictions beyond the building code.
