It is hard to know why a property sells for less than another offer, but there are many legal reasons it can do so that are not discrimination.

HUD homes and the bidding process can be tricky. Make sure you are working with a realtor that knows and understands the HUD home buying process. Alot of which can be found at www.hudhomestore.com.
HUD homes are often great buys especially for owner occupants.

HUD bids are tricky. If a non propfit bid on the property, their bid would get preference, even though yours was higher.
Also, HUD looks at their bottom line. Realtor commission and any closing costs you might have asked for comes off the 78,000 you offered lowering what HUD is getting.
