Only new home sellers that are in a Planned Unit Development are required to provide a public report. Most resales do not provide a public report, but sellers will provide a Sellers Property Disclosure Statement (SPDS)

However, public reports are recorded with the county and are available to anyone.  Public reports often provide information about a development that often does not show up on a SPDS. You can get a copy from your county website.

You will ALWAYS get a public report if you're building a new home. Not all buyers are presented one on resales though. The title company will provide most of that information you'd find in the public report. You can also request from title a copy of the actual public report.

Generally speaking, agents provide the public report to the buyer.   The title companies also provide title searches, etc.  Is that what you mean?
