Buyers today prefer homes that are fixed up already and ready to move into. That said there are always buyers, usually investors that are looking to fix and flip homes. They like homes that need everything. Where I see a problem are in houses that I call "fixed-up fixers". These are homes that aren't totally broken but need updating. Usually the seller views them as move in ready and wants top dollar for them. Buyers view them as fixers that they will be spend more money on to get them into the condition they want. The market is filled with these "fixed-up fixers" as they are the hardest homes to price and sell.
