Yes.

A good way to look at the return is to work backwards - how bad are my existing windows, and how will THAT affect my home value? If they are drafty singlepanes with lots of rot, they are hurting your home value by more than the cost of replacement. If they are in decent shape, then maybe you'd get 75% of the cost of replacement back.
