If an owner preferred no agents to handle showings, they would be doing "FSBO", and may or may not have a lock box.  Owners may prefer to let people in in person.

Owners typically would like the buyer's agent to show the home rather than the selling agent, excect for the open houses.  Thus most homes listed in the local Multiple Listing Service will have a GE Sepra Lock Box, with local electronic coding, and listing agent's coding.  FSBO typically are not able to get that kind of Electronic lock box, especially not coded for the local MLS, unless they do a "flat fee" listing in the Multiples with a broker that offers a lockbox as part of the package.

If one is selling a home above $4 million, typically selling agents will not have access to the home via a standard lock box.  In most of those cases, a buyer needs to be "prequalified" to view the house and the selling agent needs to make a special appointment.
