The way I interpret what you're asking is: Do you need a home inspection to buy a property in California and are there specific requirements mandated by individual cities or the State?
It's always recommended that you get a home inspection in CA, you have a 17 day contingency period in which to investigate all aspects of the home you want to buy; this protects you as a buyer from unseen, unknown or potentially undisclosed problems with the home. If you're going to finance the property, your lender will require an inspection report on the property before they will go forward with the funding of your loan. If you're going to buy a home with cash, you can certainly waive your right to a home inspection. Understand that you will be taking on the risk that something major could be wrong (i.e. a cracked slab, roof leaks, termite damage etc) that a home inspection would hopefully identify. However, a home inspector does not open up walls, tear up sub-flooring or in any way damage the property in the course of inspecting it, so, some risk still exists. There simply may be things not visible or detected. The cost for the inspection will vary depending on the type, (condo or single family home), square footage, and whether there is a pool or other detached structures that have to be inspected. Generally, the cost ranges between $300 to $500, termite inspections are usually paid for by the seller, some termite companies do a free inspection. If you want a roof inspection, mold inspection or other report done by a licensed contractor, that will be extra and rates vary. During the course of a home inspection, the home inspector will make note of any item that is in violation of city or state code: some areas require low flush toilets, water heater strapping, low flow faucets, and statewide, CO2 detectors are now required too.
If you're going to waive the inspection, your buyers agent should have you sign a written waiver and provide a copy to the seller.
