The speed with which the bank moves is proportionate to the agent assisting with the negotiation.  Outside of that, the process is usually going to take the same amount of time.

Right now, you can get an approval quicker than ever before.

Most banks won't move faster when it comes to approving a short sale with a Notice of Sale posted. However, most banks will consider delaying the sale if a complete short sale package is submitted, and your realtor constantly follows up, they are more than fine with pushing back the auction date to help the short sale go through.

In my experience, no. The foreclosure process is a well-oiled machine and unless there's an acceptable contract, the banks don't stop the process.
