Do you mean to make people more reliant on the government and to create an entitlement society? If so I would say yes it is doing that.

In my humble opinion, the government should stay out of it. The market is "correcting" itself on it's own. This is a private sector issue and should be handled in the private sector. Just my opinion.

It seems like the biggest things stopping many of the programs working is the banks not offering them to eligible people and cherry picking applications to favor borrowers who do not need the extra help.
