It appears OK did not join to make it 50 states but did reach their own agreement with the same 5 lenders for about the same amount of money they would have received in the Nat'l agreement.

I heard OK agreed yesterday, not positive though.
OK, checked the state list; it is Oklahoma that is excluded from the settlement.

If this takes up to three years to implement, then we can probably expect home prices to remain down for those three years while underwater homeowners short sale and distresses one's still get foreclosed.
Ok, which of the 50 states did not sign up? It looks like one is missing? I see a list of 50, but that includes District of Columbia.

Great links! The above quote from the first wsj link caught my eye. What do they expect the underwater owners to do for three years? Are they just hoping that people get so squeezed or tired of waiting in limbo that they just walk so the lenders benefit?
