If the houses are that bad then why is the city of Youngstown not taring them down? They need to rebuild the communities that are the worst and revitalize it.

I totally agree with you. Urban blight brings down values, invites crime and becomes like rot in a city that prevents other positive things from growing. Cities should be more vigilant and notice owners of the building to shape them or or demolish them. A proactive approach works really well.
