No definitely not if you plan to just sell. If you plan to stay in the house for several more years and would like to finish it for your own enjoyment then by all means finish the basement.

To just finish basement thinking you'll net more after selling then don't. :)

In general, finishing the basement pays back about 50% of less of the cost upon sale.  So, if finishing the basement is important to you and your life style, do so.  Don't do so because  you wish to sell for a higher price.

If  you are confused with Scott Cary's response, join the crowd. I have no idea what Scott Cary's response has to do with finishing basements.

Every association is managed by someone...typically by an outside organization if there are more than 20 units.  The also hold quarterly meetings and elect members of the HOA to help them decide the best for the group.

Anyone of the owners should be able to tell you who the HOA association is managed by and if you are an occupant of a HOA (renter) they will also provide you with rules and conditions that everyone needs to follow. (CC&R's)
