Does the renter have to fee to the agent if there is no contract between them?

Landlord and Agent contract states "Owner acknowledges and agree that Agency will charge a Service Fee to the tenant not to exceed one month's rent" in the Exclusive Right-To-Lease agreement. Does the renter have to pay $1800 to the agent since there is not contract between the agent and the renter?

The Agent shows the house to the prospective renter who was sent to her by me. And the Agent told the prospective renter that they have to pay her one full month of rent for the Service Fee if they want rent my house. In addition to the fee that I have to pay her.
