it should not; it is not finish that is original to construction and therefore not as valuable or as similar in finish... and especially if its below grade-- which is in most cases..then it should not be considered greatly;
if it has a value.. its a minor part of total home value in most cases.. unless it was part of original construction / type of home where lower level is mostly above grade and has same construction as main part of home.

What about this house? Otherwise, I'd have to agree that the basement should not constitute a "major part of the estimated value". Then again, what do you consider "major"?

I would think the basement would only be a minor portion of estimated value. In many states (I don't know for MO), the below grade area of a home is not listed in the square feet for the house.
Don't you think a major part of the estimated value should include the value of the basement?
