Unless an agent has seen the property, it's impossible to tell you what to offer on the property. If it's been on the market for three months I would be concerned that it was either overpriced from day one or that it had condition problems.
Contact a real estate professional in your area to help you determine what to offer for the home and what you will need to spend to make it livable.

It seems that the home is MLS listed (with a Realtor). If that is the case, get one to represent you. They will help deivse an offering price that is accurate in today's market. If there are no agents, establish dialogue with the bank (unlikely that is the case though). WIth an agetn, you will get a market analysis. Where the house will sell??? When they get an offer they will accept... It will be the first offer they accept. meaning, if you never make an offer, you will never buy it. We all want it cheaper, but remember, if you want it "cheaper" than the next offer, they will not accept yours. Good luck, but get a PRO... GEAUX TIGERS! (Class of '87/LSU)
