Grant, I know you have since sold the home so you likely are no longer concerned, but given that the source of that price says "public record," I would guess that was the county's assessed value of the home at the time you purchased it. The add-ons you negotiated with the builder were likely not taken into consideration (which likely also helped you with lower taxes).
