I would like to know if the floors underneath the carpet are hardwood..if so..are they in the condition where they could be refinished?

Given the age of the house (1899), its likely the floors are wood underneath the carpeting, which depending on condition might be refinished.  Many  of the homes built in the mid-late 19th century had wood floors such as fir or pine which are not hardwoods like oak. They could still be refinished- more susceptible to dings and gouges than oak.
