Franklin County, PA -- are real estate assessments adjusted after purchase?

I have observed that some properties in Franklin County may be selling for about $250,000 and have a $45,000 assessment (1960 values) while some houses that are selling for about $350,000 has assessments of $25,000 to $30,000.  Why the disparity?  Is the county assessed value adjusted after the house is purchased?  After purchasing a $250,000 house with a $45,000 assessed value will the county ajust the 1960 assessed value downward after purchase?

According to the county assessment office, the county uses the 1960 assessed value of homes and this value will not be recalculated due to changes in today's actual market (sold) value.  The county's 1960 assessed value for a home will only be changed if physical changes have been made to the property.
