This only applies if you were under contract on time for the credit, which ended April 30th. It gives more time to close the deal under the previous credit.
IF YOU AREN'T UNDER CONTRACT, THIS DOESN'T APPLY TO YOU!
furthermore, it has passed the house, but would still need to pass the senate, and then be signed by the president before it became law.

The senate still has to pass the latest bill and send it to the president for signature. So while it seems likely it is not a done deal.
