You're right, even though the API documentation specifies that you can retrieve a list of states, the API does not allow this.
To get the region ID's for the states, here's what to do:

Actually, here's a way that the API can be used to retrieve the list of states (102001 is the region ID for the United States):
http://www.zillow.com/webservice/GetRegionChildren.htm?<ZillowAPIKey>®ionId=102001&childtype=state
http://www.zillow.com/webservice/GetRegionChildren.htm?<ZillowAPIKey>®ionId=102001&childtype=state

However, this does not work. How would one go about getting region ids for all the states?
