I had asked a similar question earlier...
Two things showed up that I had previously missed:
1) No sales data showed in the excel as "blank", not "0". And I had assumed "0", which is not at all the same as "no data". On the charts on the local info pages, the graph shows extrapolation between the known data points; not going down to 0.
2) Round off error. The default on the Excel file didn't have enough decimal places shown, thus I was "assuming" zero when the data wasn't zero at all.
Once I corrected for these two items, the excel produced chart matched the website chart. Also, one needs to remember the charts on the local info pages usually have the "X" axis shifted up. In other words, zero is not the lowest point shown on the "Y" axis.
Also, date of download may affect ones results. Zillow updates their data as often as they can get new county record data. So previous downloaded data may not have been complete, or may have had discrepancies someone found that have since been corrected.
(I should also mention the Excel files go back about 14 years while the chart on the local info page can only go back 10 years).
