That is the reason people buy road hazard insurance when they purchase tires. If you chose to not buy such insurance, then you chose for such problems to be at your own cost. If you did buy such insurance, call your tire dealer to get the tire replaced at no cost to you, or repaired if possible.
Property owners do not own the public streets and are not liable for most tort conditions in the public streets. You can contact the city or county if it is a city or county street... but likely they won't be liable for damages caused on their streets either.
Nice thing about Texas though, is if you have a problem with a tire on a highway, the patrol officers will help you change it and help you find a place to purchase another one.
